In the era of Tay Son, the district was named Phu Loc. Later, Gia Long changed it to Phuc Loc.

In the 12th year of Minh Mang’s reign (1831), Son Tay province was established. At that time, Phuc Tho district belonged to Quang Oai district, Son Tay province.

On April 21, 1965, according to the resolution of the Standing Committee of the National Assembly, Son Tay and Ha Dong provinces were merged to form Ha Tay province. As a result, Phuc Tho district became part of Ha Tay province.

On December 27, 1975, during the second session of the 5th National Assembly, a resolution was passed to merge Hoa Binh and Ha Son Binh provinces into Ha Son Binh province.

Accordingly, Phuc Tho district became part of Ha Son Binh province.

On December 29, 1978, during the fourth session of the 6th National Assembly, a resolution was passed to approve the merger of several districts, towns, and communes of Ha Son Binh province into Hanoi.

As a result, Phuc Tho district became part of Hanoi.

On February 17, 1979, the Government Council issued Decision No. 49 – CP to adjust the boundaries of some communes and towns in districts belonging to Hanoi.

According to this decision, Tam Hiep, Hiep Thuan, and Lien Hiep communes of Quoc Oai district were merged into Phuc Tho district.

After the adjustment, Phuc Tho district comprised 20 communes: Cam Dinh, Hat Mon, Long Xuyen, Ngoc Tao, Phuc Hoa, Phung Thuong, Phuong Do, Sen Chieu, Tam Thuan, Thanh Da, Tho Loc, Thuong Coc, Van Ha, Van Nam, Van Phuc, Vong Xuyen, Xuan Phu, Tam Hiep, Hiep Thuan, Lien Hiep.

On June 2, 1982, the Council of Ministers issued Decision No. 101 – CM to demarcate the boundaries between Ba Vi and Phuc Tho districts belonging to Hanoi.

As a result, Tich Giang and Trach My Loc communes were separated from Ba Vi district and merged into Phuc Tho district.

After the adjustment, Phuc Tho district comprised 22 communes: Cam Dinh, Hat Mon, Long Xuyen, Ngoc Tao, Phuc Hoa, Phung Thuong, Phuong Do, Sen Chieu, Tam Thuan, Thanh Da, Tho Loc, Thuong Coc, Van Ha, Van Nam, Van Phuc, Vong Xuyen, Xuan Phu, Tam Hiep, Hiep Thuan, Lien Hiep, Tich Giang, Trach My Loc.

On August 12, 1991, during the ninth session of the 8th National Assembly, a resolution was passed to adjust the administrative boundaries of some provinces and centrally-governed cities. Consequently, Phuc Tho district was transferred to Ha Tay province.

On August 29, 1994, the Government issued Decree No. 107 – CP to adjust the administrative boundaries and establish Phuc Tho town in Phuc Tho district, Ha Tay province, based on parts of the area and population of Phuc Hoa and Tho Loc communes.

After the adjustment, Phuc Tho district had 23 administrative units, including Phuc Tho town and 22 communes.

On August 1, 2008, the entire Ha Tay province was merged into Hanoi, following the resolution of the 3rd session of the 12th National Assembly on May 29, 2008. Consequently, Phuc Tho district became a district under Hanoi.
